Athens Riviera 2026: The Ellinikon, Vouliagmeni and Europe's Biggest Branded Residence Bet

A decade ago, the Athens Riviera was a pleasant suburban coastline. Today it is the most important luxury residential corridor in Greece — and one of the most watched in Europe. The driver is the Ellinikon, a project of extraordinary scale on the site of the old Hellinikon airport.

The Ellinikon

  • Scale: a 6.2 square kilometre site with 3.5 kilometres of coastline, planned to include residential, hotel, retail, office and one of Europe's largest coastal parks.
  • Riviera Tower: Greece's first residential high-rise, around 200 metres tall, marketed at prices well above previous Athens records.
  • Developer: Lamda Development, with international partners across hospitality, retail and design.
  • Significance: it has set new price benchmarks for Athens and drawn international buyers who previously overlooked the city.

The rest of the Riviera

  • Glyfada — the established upscale suburb, with marinas, shopping and the redeveloped Astir Beach area. One&Only Aesthesis has brought an ultra-luxury hotel-and-residences model to the coastline.
  • Vouliagmeni — the Riviera's most exclusive enclave, home to the Four Seasons Astir Palace and Lake Vouliagmeni.
  • Varkiza, Lagonisi and Sounio — further south, with villa product and resort potential.

The Golden Visa changes

Greece's Golden Visa was one of Europe's most popular residence-by-investment programmes. Rules tightened in 2024:

  • €800,000 minimum in Attica, Thessaloniki, Mykonos, Santorini and islands with more than 3,100 residents — investment must be in a single property of at least 120 sqm.
  • €400,000 in other regions.
  • €250,000 for conversions of commercial buildings to residential and restoration of listed buildings.
  • Short-term rental ban: properties bought under the Golden Visa cannot be used for Airbnb-style short-term rentals.

The higher threshold pushed buyers toward premium, larger product on the Riviera — which supports branded schemes. The short-term rental restriction makes long-term rental or owner use the likely model for Golden Visa buyers.

What brands bring to the Riviera

The Riviera competes with the Côte d'Azur, Marbella and the Algarve for international buyers. A recognised brand helps Greek projects compete for buyers who are unfamiliar with Athens. It also brings service, security and management for owners who spend only part of the year in Greece.

Sponsor considerations

  • Planning and permits in Greece can be slow. Build timelines with contingency.
  • Brand tier selection: the Riviera can support ultra-luxury brands at the right sites, but upper-upscale and lifestyle brands may suit larger schemes better.
  • Rental model: Golden Visa rules limit short-term rentals. Design rental programmes accordingly.
  • Tax: VAT on new-build property has been suspended in recent years; check the current position.

Outlook

The Athens Riviera will remain Greece's flagship luxury residential market through 2030. As the Ellinikon delivers, expect more international brands, higher price benchmarks and a deeper resale market. The key risk is execution — scale, permitting and timing — but the trajectory is clear.
